Code Enforcement

Hulmeville Borough has a number of ordinances, including zoning, which are documented in the Book of Ordinances (available here). Within the Borough Ordinances, the Borough has adopted the Pennsylvania Uniform Construction Code (UCC), which includes:

  • The International Energy Conservation Code
  • The International Existing Building Code
  • The International Fuel Gas Code
  • The International Mechanical Code
  • The International Plumbing Code
  • and more
The current edition of the International Code Series in effect in Pennsylvania are primarily the 2015 edition. You can read more about the Pennsylvania UCC here. You can view the International codes on the ICC web site for free.

Fire safety inspections, new building construction reviews, building modifications, etc., are based on the Borough Ordinances and the UCC codes. A number of individuals, committees and organizations are involved in various aspects of code enforcement within the Borough. This includes:

    • The zoning officer is responsible for:
    • Administering the Borough zoning ordinance
    • Reviewing permit applications and issuing a permit when the application is in compliance with the provisions of the zoning ordinance
    • Conducting inspections as necessary to determine compliance with the terms of the zoning ordinance
    • Enforce the zoning ordinance. This may include issuing enforcement notices and, where authorized, filing of summary citations with the magesterial district judge
    • Keeping records of all enforcement activities

    • Enforcement of the Borough fire code
    • Issuing open burn permits
    • Conducting fire safety inspections of commercial properties
    • Assisting the Borough Council with any fire safety related issues
